Borders are not yet in their final configuration. Indiana just touches Lake Michigan and Illinois has no Great Lakes outlet. Their borders would be moved north for lake access, taking land from Michigan which would be given the Upper Peninsula in compensation. Wisconsin, with the smallest population of the territories, would lose.
